it dosent seem that you can use a drum brake on an original monarch fork right. the drum has to be attached to the fork leg for leverage.
correct me if i am wrong.
 
You are right, one way around it...

I built this bike 5 years ago. I widened the Monark for 1/2 inch on either sided of the head tube and ran twin Shimano disc brakes. I ran an Atom Drum out back.

funny you should post a tamdem. i am building a rollfast tandem. in your pic i see that you dont have anything attached to the fork legs. i think i have to look for something that mounts to the axle and uses the slot for leverage.

any ideas would be great.
