I am going to edit this post, and take a guess... If you have a 1940 to 46 double spring fork, and are attempting to use it with the later Super Deluxe deep fenders, it won't work. The early front forks look the same, but have a smaller, shorter yoke, and will not accept the deep fenders. If the original bike had the earlier fenders on it, it had the shorter fork. The deep fenders "seem" to fit, but when you attempt to place the front wheel on, the stock braces don't fit correctly. When you buy a boy's Monark fork off Ebay, or a swap, it would be nice to know if it actually came off a Super Deluxe, and not a cut down, earlier girl's version. Parts on these old forks get swapped around by sellers, to attempt to make up a good one to sell.
