No number on the crank housing. Hmmm 🤔

I'd agree with it probably being a 1940. I've had 5 pre-war steel frame Monarks with the serial number stamped on the right rear bracket like that, and 4 of those started with the letter C. 2 were '39s, 3 were '40-41s. I had one '39 stamped under the crank, and several I couldn't find a serial number stamped anywhere.
 
Yep, Shell gas station topper (like) caps, they made the toppers for dad, and gave the kids these for their bikes as a perk. The bike itself appears to be a 38 "hanging tank" motorbike, seat is Not original on the auction bike. This is my original 38 for comparison, hope this helps.

The seat on the auction bicycle is absolutely, positively original. And it is absolutely, positively not 1938. Absolutely not.
