That is a nice save, and a fair restoration candidate. Interesting how the paint weathered heavily like it did, but the chrome parts appeared to have remained preserved. Most of the chrome I see there would still polish up well and look good again, so all you would need would be paint (and of course to source all of the parts that are missing).
 
Looks like a 1930’s MW Hawthorne skip tooth chain ring front sprocket; (perhaps Monark would have used 1/2” pitch by that time?).
