Its a riding toy and not a bike. Kind of hard to tell much from one small pic. Post some better pics showing frame construction, pedals, and front wheel for starters and maybe we can help. V/r Shawn

The generic name for those is "Irish Mail"- there are huge number of variations.

Pretty sure made by “Parsons”
Doodlebug had longer more slender seat
And if not Parsons id bank the rest of my money on “Michiana flyer”
95 % Parsons
