We had this same question come up on the forum within the past two months.

The mechanism was quickly identified by a poster but can no recall the answer.

Unable to think of a way to search the thread.

Just looked up a strange looking bike at the bottom of the CABE page in the ebay listings and it looks like it might have this cluster on it. Here's the auction: http://rover.ebay.com/rover/1/711-5...0001&campid=5335809022&icep_item=223443669640 . And here's a close up picture of the derailleur:

Researching it a bit more, it looks like it was developed in the 70's. Park Tools has a good blog entry about it. https://www.parktool.com/blog/calvins-corner/tokheim-shifting-system . Weird wild stuff :).

I could have just said "search on here for Tokheim". There are quite a few similar posts on the Cabe :).
