I've seen this one in person and the fenders are definitely a different shade of blue. I think they may have been replaced way back in the day. The top bar does have evidence of straps but no ground screw. I originally thought '38 based on serial but crank is marked '37 and that guard would make me lean more towards '37 as well. Has the 'footed' Excelsior badge. Overall a really cool bike. V/r Shawn
 
Fenders look 41. Rolled edges tips and tails?

40/41 both years had the extra reinforced rolled edged fender tips, but only 41 had those little beady type rivets.
41 fenders were also the widest and deepest of the prewar fenders.
By 40/41, the paint scheme had also changed, to work around the newly introduced Fenderlight.
Since your fender is a 41 but still has the old paint scheme with an ornament hole, I'm guessing that it's a Super Deluxe fender, and the hole originally had a Fenderbomb cats eye reflector in it.
That's a great set of fenders for the guy with a cobalt blue 41Super Deluxe Autocycle project.
Or, for the guy with a cool straightbar ratrod. Lol!
