I agree with @Oldbikes on this one-the trike was refurbished at some point in its life. The Velo Kings like that were made for several years and based on the number of them that I've seen were popular sellers. V/r Shawn

THX guys. I thought maybe it was repainted. Good eyes. My wife told me to keep the trike.
 
Looks like it is a 20" model. One of the first tricycles I collected was a similar era 20" Velo King. I have it on my list of trikes to restore. The sturdy frames on these are made from 1" Schedule 80 iron pipe! Sounds like you have an understanding wife. :)
