Mystery machine?

Riding a '38 Autocycle Deluxe
Hi all,
I'm helping a friend re. this mystery bicycle which she feels may be from the USA.
Could be, could also be French methinks.

All she found was frame, forks, bar/stem, headset and bottom bracket (crank hanger).
The bottom bracket axle diameter was larger than standard British size and was for cottered cranks.
It is this large axle that makes me think possibly French, but the (almost) lugless construction and seat binder collet nut screams USA to me.

Latest info is that it is definitely of French origin.
Peugeot used that method of seatpost attachment on their 'Luxe' models from around 1901 - 1908.
The owner has dug out the brake caliper that was attached at the front when she found the bicycle.
It says 'Made in France' and possibly 'jushall' on it.
Interesting brake, don't know if I've ever seen a "centre-pull" style brake this early before, anyone seen one?
