Mystery part

While dismantling a 1963, American schwinn frame.. I came across this configuration

It appears that its a pressed frame race, a bearing and a bearing cup. My question is what does this belong to, obviously ....not a Schwinn middleweight . Thanks for looking.

Looks factory to me. Hope the bottom race ain't loose on the fork.

I thought there would be a bearing cup on bottom and the top, not a pressed in race, But what do I know....Learn something everyday
