ND Model D stopping issues

I have serviced numerous model D hubs with both 17 and 21 discs. None of them were from cycle trucks.

So my Model D is off a 1950 Schwinn so can either of the two sets 17 or 21 disc apply to the Model D hub or do I have to stick with the 21 disc?

I've serviced a 52 Schwinn New world Model D that had 21 steel disks, as well as my wife's 54 Monark that had the 17 bronze disks. These may have both had their disks replaced at some point, it seems like in the early 50s people were using all of the above? This summer I switched out steel disks from another early 50s Schwinn S7 rim and put it in the 54 Monark D hub, worked great. 17, 21, Hike!

The key seems to be a disk stack of around 3/4" thick. (as I've learned here from other more experienced members)

Hi gkeep, so how many disc did you replace in your Schwinn and how many did you put in your monark?
 
With the 52 Schwinn I just cleaned them up and I think I replaced 3 that had the ears really worn and were paper thin. In the Monark hub some of the bronze disks had ears that were bent and/or had edges that were mushroomed along the edge. I flatteneed them out and filed off the burs, roughed them up on emery paper. The hub was snapping when you stopped pedaling. I eventually did an even switch to the steel disks but after a few rides it started snappind again so I need to get in and find where one of the keyways(?), channels(?) must have a small bur that needs smoothing out. The hub rides great and stops fine but every now and then you get the 'snap' when the disks bind after you've pedaled. Do a search for snap or snapping, there are a number pf threads that talk about the tricks to disk repair/maintenance or just replacement.
 
I wish they could have been consistent - this ad shows 12 for Model C and 22 for D! I can say my Model C's have the thick discs and only 12. I always thought it was weird everyone said start and end with the non tabbed ones, but I couldn't do that with an even amount!
