Unfortunately the clamping mechanism is all jacked up.
Probably not too tough to fix, but kind of a bummer for a bell that will probably fetch somewhere between three to five bills.

Here’s a little info, as to what you just bought.
That type of handlebar clamp is pre 1912.
This from the 1899 New Departure catalog.
The band type clamp was eliminated in 1912.
