Need alittle help

A guy brought this to work today and said if you can do something with it you can have it. He said he thought it had been sandblasted. Took it home and hardly wipe it with wd40 and oooo steel wool. I believe it going to clean up nice S\N H144191 who made this? And what year is it. it has wooded grips. Thanks Kevin

Cool frame/fork, looks like a Dayton lightweight to me, ~1941-1942?

Paint job with the scalloped darts does look like those on some of the Dayton "black out" bikes.

I would go with Huffman/Dayton as well with the H in the serial number and the paint characteristics. Cool "find" even though it found you
