Need help identifying a seat! Mesinger, Troxel?

Guys and ladies-I picked this up as the only swap meet item of interest at the Jefferson Swap Meet today.. I am not an expert and need info on brand and the age of bike it belongs with to see if it gets mounted on a current ride or put up for adoption.. thank you in advance..
