'Lil Knee Scuffer
This bike has schwinn cranks stamped 41, lobdell stamped wood rim. new departure 2 speed rear hub dating it around late 30s or early 40s but frame is not a Schwinn frame. Any ideas on the manufacturer and year?

That makes sense with the parallel serial number. Did davis make bikes into 1941? The front fender has a ridge similar to the defense or victory models?
Davis did not make bikes in the 1930-40s.

Not sure, but wartime bikes might have been standardized to 26” lightweight size wheels, (both front & rear)?
 
Strange that there would be a spacer on the front fender if they were 28". Does the wheel diameter measure 25" or 23"?
