The crank housing has 1115 stamped on it and the rear dropout has what looks like 6173

Well one of the two no's should have a letter at the leading edge of no.
Sometimes local bike shops will stamp a no. on BB when they work on them. Yours is post war, but BB was stamped until 1952 and then on left rear drop out. someone has a serial list on here.... good luck!

Like Bri said missing a letter to start the serial number and not enough numbers. I'd wire wheel that thing to try and get a better look. It is a post war Schwinn though. V/r Shawn
 
The number stamped on the "inside" of the drop out is a part number.
