Wore out three sets of tires already!
My first guess is 1941 by the forks, that's to late by the frame. I'm going with 1938.
Let's keep throwing numbers out and see what sticks.
How about a picture of the serial # and badge? Is that an Admiral badge on it?

My grandma was born in '35 so let's Say '35. Cranks do look suspect vs the rest of the bike.
