Need ifo on these Seiss (made in Toledo) lights

A few questions:

1. Approximately what years were these made? (guessing 50s into 60s)

2. Missing clamp and special threaded bolts. Can these be purchased?

3. Tried new battery/bulbs... scraped contacts with pen knife, nothing. Any ideas?
