Need some help dating a wood wheel bike for a friend

Need some help dating a wood wheel bike for a friend, has Philco brake, wood wheels, fix gear, alot of English parts, very unique fork. Help if you can and maybe a rough date.

Hmmm- cool yes- possible repair at bottom bracket - looks like homemade racer. Hard to say. Will go out on a stretcher and say homemade 6 day racer from the twenties or thirties. Pictures could be better at important points- rear lug is a tell.
Assume wheels were bought and put on recently.
If it means anything to anybody - the DeCoster behind it was “built” off as well. Assume same seller yet caint prove anything -

I bet that was built by CBW. Creative Backyard Works and it’s one of a kind. Very interesting build though.

Thats what we were thinking a garage build but is all original to the bike, has serial number stamped, welds are rough. I have run across those forks before just dont know where. Real mystery any other help would be greatly appreciated. Thanks guys !!! SEE ADDED PICS FOR FRAME SHOTS
