Non-delivery Offers?

Has anyone else received the type of offers via an online auction house near a Bay, that profess non-delivery?

So, does it ship to somebody else, then?

I've received offers on items I've had on my ebay "watchlist". I haven't noticed if they were "local pickup only" or not. They probably figure if you're watching it, you're interested in buying it, whether nearby or not.
