Typically on a couple Japanese bikes and Two Schwinn models that I know of. Probably a few others. Aaand a person could make a custom wheelchair.... (22" is generally a wheelchair size)

That number on the axle 86-720 is a Schwinn part #. For 87' Enduro, Ms. Enduro, Fairlady and Hollywood.
