Its NOS but chrome is LIGHT minor patina.... still looks very nice and

WHY IS THIS NAMED A "FLOATING HUB"?

I believe it's because the axle is not threaded to the cups, so the axle can be removed by pulling it through after taking off the nuts. Also referred to as a "knock out" hub.
