Odd TOC Fixed hub for ID

So I've seen cogs that bolt on to fixed hubs but never a threaded cog with a set screw? It's certainly factory, may even be NOS, anybody recognize it? I think it was with a bunch of early motorcycle gear.

Very unusual method of locking the sprocket in place, screw looks tapered.
I can imagine that its never been used as I think that it would inevitably become bent, or damaged, with the rotational force imposed through use.
