Old Picture

I purchased this old picture in a Seattle antique shop a few years back. It is 18" by 24" in size and is on the wall in my bike room/study. I dont know anything about the picture but believe it is Dutch based on some writing on the back. Dont think it is a serious racer due to the small size of his thighs. Any ideas??

Could you share a photo of the reverse? That writing might yield some clues, maybe.

The skinniness might have been during an economic depression, or something; do not recognize the "hat" - does the chain ring sprocket read C.C.M. eh?
