Who cares? If he did sell parts seperately, it's his bike to do as he pleases. Whether or not the seller has the parts in question is irrelevant, those parts are "missing" from the bike, as in they are not present. By stating the light guts are missing (not present) whoever buys the bike is not going to be surprised if they open the light and the guts are gone.
