With that seat pointing the way it is, I'm wondering if that's the Bike manufacturer/sellers model name or the owners pet name for the bike.....

Yes it is a car ornament, went on the top of the rear quarters, can't remember what car, maybe a GM of the late 50s or early 60s. Maybe the front fenders, I'm old and don't remember.
