Generally speaking I'd buy an extra amount for touch ups and extra coats. Usually one coat will not work 3-4 coats. Don't use base clear it's not original and if you make a boo boo it harder to correct than a single stage. Why so many coats? Well to get a perfectly smooth paint you wet sand it and frames usually have exposed welds that extra protection is there in case you cut into the welds. Hvlp is the best but you can get the same product in a aresol can form from the automotive paint store.
