Pedal Identification

Does anyone have an idea of manufacture and year of these early pedals ? Rubber blocks total 4 inches in length. Spindles are 9/16". nuts are S.A.E. and not metric. THANKS.

I think chief used a similar pedal but also used heavily in Europe?
