that is a buffalo badge, type 4.

The Angola badge the lower rivet is not directly in line with the bottom of the P as the Buffalo #3 and #4 are, it is a 1/4" higher. That is a Buffalo #4 badge.

This looks like it could clean up very nice, same paint scheme as my 1916-17 Buffalo Pierce (type 4 badge). Some new tires or modern rider rims and you'd have a very nice rider. Mine feels best rolling along the bay shore packed sand jogging path. It looks like it might have better paint than mine did under all that grime. Here's what it could look like cleaned, polished and light linseed oil wipe.
