The Angola badge the lower rivet is not directly in line with the bottom of the P as the Buffalo #3 and #4 are, it is a 1/4" higher. That is a Buffalo #4 badge.
This looks like it could clean up very nice, same paint scheme as my 1916-17 Buffalo Pierce (type 4 badge). Some new tires or modern rider rims and you'd have a very nice rider. Mine feels best rolling along the bay shore packed sand jogging path. It looks like it might have better paint than mine did under all that grime.
