The bike has been assembled from various parts of other bicycles.
The frame is from a 1941-42 Murray built Elgin. The fork looks like a forged crown Westfield. The front fender looks like it is probably from a postwar Cleveland Welding bike and the chain guard was used on some Monarks but was commonly available as an aftermarket accessory.
I don't care what it is, I see potential in it. and I say potential . This 15 year old sees his next project. What do they want for it? Where is this at? Please tell.
