Wore out three sets of tires already!
I bought this thing 14 years ago. The first picture is how I found it. It had incorrect fenders and chainguard. It came with a chrome top, 6 hole carrier. The serial number is R79602, in the small letters. The crankset is dated 1940. None of this seems to match up. I also added several photos of the springer fork to determine if it is in fact a prewar fork as well.

I would say the frame was made in 1938. Bicycle shops put bikes together from what ever parts they might have in stock. Which could be from many different years.
 
But the spring fork wasn't introduced until 1938. Granted, the bike could have been a pre-Christmas 1938[oops, meant to say 1937] build. Quien sabe?
