Possible identification, early pope?

Hello can any of you knowledgeable folks out there possibly help put a brand on this frame for me? I can get better pics if needed, serial number is not legible but runs up seat post tube, nice badge outline though,any and all help greatly appreciated as always

Diamond frame, hard to say; what is the height of the head tube and of the seat tube mast? Thinking Mead Cycles distributor from Chicago, but who made frames for them?

Looks like a diamond frame Acme Chicago "Victor" seen on eBay.

These early frames are tough ones to ID with no hardware on them...even so they are difficult because much of it is replaced over time unbeknownst to most that think that they now "know" who made it to begin with...love the mystery stuff.
