nothing to do with Puch/Steyr; certainly appears German

chainset is Thun pattern

scrubber front brake became obsolete in the west generations ago

possible it may have been produced in the DDR

mudguard ornament may carry a clue to maker

rear hub should be an even better clue; its markings should tell us which side of the Oder the cycle hails from

try cleaning the shell and taking a photo(s)
it may be marked with name such as Durex, Komet, Centrix, Torpedo

check rim and tyre markings to see if they are 650 or 26"

if 650 the cycle is likely to be something brought in by a traveler returning home to the U.S.
while a 26" size would tend to suggest a cycle manufactured for export to anglophone lands

steerer and bottom bracket thread will be BSC

what is the name on the wheel lock?; count yourself fortunate to have the key

what name(s) are you able to read on the components of the lighting system?

readers may be able to give you additional information if you can post further images...
