What is the seat tube length? If I am looking at the picture correctly, it appears as though the locking fork lock is not angled. Am I correct?

IF THAT FORK IS STRAIGHT BACK KEY, THEN IS A ONE YEAR ONLY FORK FROM SCHWINN IN 1936.
THE "X" SERIAL NUMBER FRAME WAS DATED FOR 1938.
REMEMBER SCHWINN MADE BIKES FOR RANGER WITH
OUTDATED PARTS.

That was my thinking. Appears to be a 36 fork. As you say, they probably used parts they had sitting around and assembled in 38. Seems like various Ranger forks were chromed as well.
