I joined a facebook page for Vintage British bikes and they are discussing it... some thing WW1 era because of the doubled fender stays... others think later, but no one has identified the make yet.....

A friend of mine made a similar one. Easy enough to pedal, but they do no turn. The angle of the fork does not want to turn the mower, when you turn the handlebars it wants to tip the mower one way or the other; it will not stay flat on the ground. Waste of time.

This is a post war, 3 speed. It is usually found at southern Virginia 100 mile yard sale. Asking price is $275. I don't recall the make.
