How is a steertube identifiable as prewar? I've had a mystery one in my parts pile for awhile

ALL POST WWII HEAD TUBE'S ARE 5 3/8 INCHES,
BUTTHERE ARE SOME EXCEPTIONS TO THIS,
ALL PRE WWII BOY'S HEAD TUBE'S ARE 5 INCHES.
ALL WOMEN'S PRE WWII FRAMES HAVE 7 INCH HEAD TUBES.
PRE WWII BOY'S TALL FRAMES CAN HAVE HAVE 6 IN OR 7 INCH HEAD TUBES.

Wore out three sets of tires already!
If the length is longer post war then that's what you might need because the cut kerf will automatically make an identical one to short, the post war will give you 3/8" to play with when it is squared fitted and welded on? Is Schwinn different from other makes?
