Question about arch bar frame I picked up.

Wondering about this arch bar-frame I picked up.
Was told Teens Schwinn but not sure.
She’s crusty but I like the look. Looks like a repair back in the day down by post going into crank. The frame looks straight. Would like to piece it together and make a rider out of it and save it. The serial number is really hard to read.
Spacing on the badge is 3 1/8th. Anyone have a fork that would fit the era of the bike and crank assembly. Right now just a wall hanger in the shop. Hope to hear some input on it.

See if you can get a better read on that serial number, but it looks like it’s a post 1,000,000 turnover, 1917 to me.

Traces of blue on the BB, that seem to match the ad bike! Way cool, that deserves to see the road again!
