Right - this is a frame design that was more common before WW2. It was an alternative to the diamond frame if you wanted a lower top bar but did not want a ladies' frame. They're uncommon today in the US, they turn up more in England. I don't think they ever really caught on in the US, though some certainly did make it over here. I'm not sure whether they are still being made in other countries. The diamond frame was more popular (and is still very popular). It's a good find.

And like most things of that era there are very loose production dating techniques
also that bike would have more than likely been rod brake ( sorry if this has already been mentioned)
