I have lot of these so start with replacing them in your bike now.

not a derogatory question but did torrington ever make a axle drum or bearing set?

I am pretty sure they are the New Departure Model D Brake Adjusting cone nut. They mate with the small caged bearing that fits inside of the chain sprocket. They would have a thin lock nut that secures them in their adjustment position.
