Looked all over for a serial number. Only thing I could find is 9 digit scribed on the bottom bracket that looks more like a social security #. There is a # stamp on the inside of the fork leg 3 77? The sticker on the down tube says city of Scottsdale PD 6/72 ?

Front fork left leg inside? Usually the Schwinn's had a 2 or 3 digit number for month and one digit for year. 12+8 would be Dec 68 or possibly 78 if the were still stamping the forks then. I'm betting on a custom build with a frame resembling a 20's - 30's motorbike.
