Need some help with the the make and serial number on this Speedway Special. Can anyone confirm the make and year? Thank you!

Purely extrapolating, maybe 1931–F Shelby?
 
Maybe additional pictures of some more details might be helpful, not sure where to find a similar 26” juvenile Shelby from the late 1920’s to compare, (e.g., for differences?).

For example, Shelby may have used narrower headset cups, or a straight seat stay bridge.
Shelby may have used alphabet letter prefixes for serial numbers during different years of manufacture; or may have used 5-digit serial numbers in the time frame that production had not yet reached 100,000. Shelby may have used 1/4” x 26-tpi chain tensioner screws (vs. 24-tpi).
