Cycles Sarcus, another unknown enameled badge most likely pre WW2. I thought this may have been Italian given the figure, but not with the "Cycles" wording; maybe another Belgian marque.

I can't say why, but i'd go with a Belgian shop. Every wide spot in the road in France and Belgium had a local bike builder it seems.

I have never seen the "Minerva" marque's design before or knew they made bicycles; only knew about their cool cars.

I received a reply on Tontonvelo that this marque originated from Belgium in the West Flanders region. No info as yet on approximate year, and I have yet to see an example of a bicycle.
