Yes, it looks exactly the way 51' my Schwinn Paramount Tourist looked. On the Paramount tourist there is a back tab for a chainguard and also a tab on the top of the guard for the three speed cable. My guess is that it's either a Paramount as stated or a Continental. Look up images of a 51' Schwinn Paramount Tourist and you'll see it ( Sorry, I couldn't figure out how to include the link) Thanks Chuck
Definitely Schwinn, their early handbrake bikes had that clip for a kind of strange cable routing. Think of how a girls bike is routed, but with a convenient clip.
