Schwinn Krate Disc Brake Setup

I'm trying to finish up this 72' Apple Krate I acquired, and I'm struggling with the brake. The rotor is sitting on the driveside pad, leaving a huge gap between the moving pad and the rotor. What am I missing? Is there a way to adjust the placement of the caliper, or is the rotor missing a spacer behind it?

nevermind, I found the outer adjustment bolt!
