these are called Twin lights.. They were used on the Schwinn Debutante and Panther II & III from 1959 - 1962

There was a couple different versions.. It looks like the ones in this eBay listing were made by Delta.. They do load from the front but the front loader is generally considered to be a single prewar light in a three rib and smooth top version.. EA labs made a 6 rib front loader.. I have attached a picture of a Delta 3 rib front loader..
