Can someone please tell me if this fender is for a truss rod or springer fork? Looks to be for a truss rod but I'm not sure about prewar because of the hole is longer then post-war.

It looks to be a truss rod one, since there is no clip for the springer mount? and the hole is a bit forward and oval. Correct me if Im wrong guys !! G.
