You read it clockwise starting top left being 60, yours ending 63, lower left. Dots indicate the quarters, yours being 4th - make sense? I will message you a chart if you'd like for these Goodyear tires and also Carlisle and United

Yep, makes sense now. I have the chart, and my brain just stopped reading I think when it saw that the highest number on the right hand side was 62
