Who actually made this bike ?
Where was bike made ?
And a fair asking price for both parties if and when it goes for sale .
I have never seen a 20” standard with lugged frame

IDK But, it looks to me, like some kind of Royce Union contraption. But, nearly anything that's black and white, crank and fork cap like this, looks like a POS Royce union to me. [grin]

Hey Bob I want to say over the pond, because of the lugged frame and the crank assembly. What's the dealer`s label say on the down tube, just asking because you might be able to do a search on the internet and might find the brands they carried.

Looks a lot like a German bicycle much like a girls 20” tanked bike I used to have. Will look for photos or try to remember the name.

I believe it is 1950's because chain guard looks nearly identical to JC Higgins from the 1950's. You may want to move your post to the 1933-1965 thread because I'm very sure your bike was not built prior to 1933.

Right. 1st off this is not a prewar bike. 2nd some of its components are very much like Royce Union. You have to fit the pieces of puzzle.

Royce Union was not the name of the company in Japan that manufactured them in 1960's. Royce Union is/was a USA based corp that ordered em up from a Japanese company. . In other cases Royce Union has bikes made in Europe by unknown manufactures from the 60's too.

Personally, yeah I don't dig Royce union bikes, I had one 1964 and mine was crap. lol. I fixed a few back then too, .. However if you or anybody else likes em, more power to ya.

This style of fame is unusual as, it's like a DX frame style (Schwinn DX) while the typical R.U. 20" tank is a flat bar style of frame, .

What I suspect here for the similarities to 1960's Royce union is that; it's possible this bike was made by a Japanese company, out of contract with Royce Union, like, just before.

Moreover, What's the company, manufacture's name that made em for Royce Union, Japan and or Europe?.
