Well it must be Shelby month. I found this girl in San Diego all original with San Diego bike license. Has original Goodyears with original tubes. Killer blue wheels with bold pins and reverse paint on fenders. She will clean up nice. Here is some before pics. Looks to be about 1940-41 Daisy wants to keep this girl.

I'm really betting 1940-41 like joe said. Very similar bike to one I had years ago but was Hiawatha badged. Mine was 1940. I'll see if I can track down a pic.
